Despite being relatively well established as in Australia, Aged Care is still an emerging industry in a number of ways. Because many residences are owned by smaller operators, with just one or two sites, Aged Care has found it more difficult to build the platform needed for sustainable workforce growth through scale.
One of the biggest issues is the growth and sustainability of the workforce. There is a lack of experienced staff and up to 50% of workers across sites we come into contact with are from overseas, working on ‘457 Visas’. Challenges within the private education sector (offering ‘bare bones’ courses) have meant that many graduating students are less than prepared for the workplace, despite having a Certificate that says “I’m qualified”.
The Federal Government is now implementing significant reform, placing providers under pressure to manage the change that results. A recent report from Hesta highlighted this, noting that ‘successive governments have ‘taken their hands off the wheel’, resulting in systemic problems around ‘poor pay, poor image and really tough work’ (Hesta aged care engagement – sensing report, 1 November, 2017. ‘Hesta report’).
The changes to the NDIS are also adding pressures. The Hesta report quotes an Aged Care provider: “We know that we’re going to be competing with NDIS and we need to figure out ways to share resources, share people, so they can work across the industry”.
The focus on ‘sharing workers’ is not new. Many providers have a desire to do this, but don’t have the systems or mechanisms to enable it to occur simply and easily. They recognise that enabling staff to work across multiple sites, meeting their need for flexibility and workplace variety (both highlighted in the Hesta report) are important enablers to growing a sustainable workforce.
As is often the case, technology has been a barrier to addressing this issue. One for-profit provider highlighted that “there’s not enough focus in sustainable workforce planning around assistive technology” (Hesta Report, p13).
These issues, along with many others in workforce communication and management, were at the foundation of Emprevo Managing Director Ernest Medina’s thinking when he set out to change the way things were operating.
“We were running 10 sites and 1,500 staff in our own Aged Care business, Sapphire Care”, says Medina. “We had constant challenges finding and retaining staff and our systems weren’t coping with managing that situation.”

Work is currently underway to integrate with the leading payroll systems and further development in planned in 2018.
